At this moment, at this juncture of progress and conflict, we yearn even more for rationality. At this moment, at this time of reform and openness, we once again awaken to the famous saying of Sun Yat-sen, the great revolutionary leader from a century ago: "The trend of the world is like a mighty river—those who follow it thrive, while those who resist it perish." At this moment, at this time of bold development and advancement, if we continue to cling to outdated thinking and delay addressing the challenges of development, the only result will be that we will once again miss the opportunity to leap forward. Throughout the modern history of the past century, we have lost such opportunities many times, a fact that has caused us pain and made us wake up with sudden realization.
In our more than 20 years of reform and opening-up, there are three phases that cannot be forgotten: first, the Third Plenary Session of the Eleventh Central Committee established the basic policy of reform and opening-up; second, the Fourteenth National Congress of the Communist Party of China in 1992 established the goal of a socialist market economy reform.
