Features: On June 29, 2003, the "Arrangement between the mainland and Hong Kong on Establishing a Closer Economic Partnership" was signed, and on October 17 of the same year, the "Arrangement between the mainland and Macao on Establishing a Closer Economic Partnership" was signed. On January 1, 2004, the two Arrangements officially came into effect. The signing and implementation of the two Arrangements marked a new phase in the economic and trade relations between the mainland and the Hong Kong and Macao Special Administrative Regions. The Arrangements and their annexes mainly cover three aspects:
1. Goods Trade;
2. Services Trade, including the liberalization of market access in 17 industries, such as management consulting, exhibitions and conferences, advertising, accounting, construction and real estate, medical and dental services, commodity distribution, logistics, freight forwarding, warehousing, transportation, tourism, audiovisual services, legal services, banking, securities, and insurance;
3. Trade and Investment Facilitation, where both sides agreed to strengthen cooperation in nine areas, including customs facilitation, commodity inspection and quarantine, quality standards, food safety, cooperation for small and medium-sized enterprises, cooperation in the traditional Chinese medicine industry, e-commerce, trade and investment promotion, and legal and regulatory transparency.
To adapt to this new situation and promote the rapid development of the mainland economy, relevant departments involved in the content of the Arrangements have formulated a large number of related regulations and supplementary provisions for existing regulations regarding the application of the Arrangements in their respective fields.
To meet the needs of business professionals both domestically and internationally working in economic, trade, service, and investment fields for work and study, we have compiled and published this regulatory application reader. It is divided into two parts, collecting more than 100 relevant laws, regulations, and rules related to the two Arrangements (including their annexes), covering the new regulatory documents in the various fields involved in the Arrangements. Whether used as a reference tool for economic and trade investment or as a learning reader for civil servants in government-related departments, this book provides an appropriate choice for readers.
