Features: The Central No. 1 Document of February 8, 2004, was officially released, focusing on promoting farmers' income growth by fundamentally addressing the century-old challenges of "agriculture, rural areas, and farmers." It made the effective resolution of China's "agriculture, rural areas, and farmers" issues the top priority of the Party and government's work, as "China's problem is the farmers' problem, and solving the farmers' problem means solving China's problem." To help grassroots leaders thoroughly study and implement the spirit of the Central No. 1 Document and effectively address the "agriculture, rural areas, and farmers" issues, we organized relevant experts and scholars to compile the book "Policy and Countermeasures: The Top Ten Major 'Agriculture, Rural Areas, and Farmers' Issues Concerning Cadres and the Public." The book takes the spirit of the 2004 Central No. 1 Document as its main thread, combining the relevant policies of the Central Committee on "agriculture, rural areas, and farmers" over the years, and systematically proposes the top ten urgent "agriculture, rural areas, and farmers" issues that need to be addressed, including burden reduction and income growth, industrial restructuring, land system reform, the development of rural social service systems, poverty alleviation, the construction of rural social security systems, urbanization, village self-governance, improving farmers' quality, and township governance. It fully demonstrates innovative experiences and practical approaches to solving the "agriculture, rural areas, and farmers" challenges from the perspectives of theory and policy.
