Through years of exploration, the author has identified the fundamental approach for clients to manage highway projects: relying on the support and coordination of government authorities at all levels; making scientific decisions based on technology to set reasonable construction goals; implementing strict systems to manage people and affairs; adhering strictly to contracts and procedures; introducing market mechanisms, including the project entity system, social supervision system, bidding system, and quality responsibility system; applying PDCA cycle management methods and measures; and establishing correct personnel, incentive, supervision, training, and re-education mechanisms. This book is based on these principles, and during its compilation, it referred to the management methods of multiple real-world projects within and outside the province, drawing upon or referencing parts of over 50 relevant books and documents. The author sincerely thanks the aforementioned organizations and individuals, hoping to refine project management content and provide reference for future project guidance. Management is both an art and a science. This book represents an initial exploration of how project management can align with international standards in the context of marketization, economic globalization, and new regulations and policies.
