National Unified Examination Guidance Materials for Customs Declaration Qualification: 2005 Edition

Features: With the rapid development of China's economy and a significant increase in foreign trade, China's total import and export volume ranked third in the world in 2004. Throughout the year, the Customs General Administration processed 36.45 million import and export declaration forms. Correspondingly, the ranks of customs declaration professionals have been expanding, with over 80,000 registered customs declaration officers at present. Customs declaration has become a new and highly sought-after career choice. The overall quality of the customs declaration workforce directly affects the administrative efficiency of the Customs, the speed of import and export clearance, and the order of foreign trade. In accordance with the provisions of Article 11 of the "Customs Law of the People's Republic of China," which stipulates that "customs declaration personnel must obtain the qualification for customs declaration practice in accordance with the law," the Customs General Administration implements a national unified examination system for customs declaration qualification. Through this examination, the law-abiding integrity, knowledge level, and professional competence of applicants for customs declaration practice are assessed. Chinese citizens who choose to engage in customs declaration must participate in the national unified examination for customs declaration qualification and must pass the examination to apply for the customs declaration qualification certificate. To ensure the scientific and fair nature of the examination, the Customs General Administration established the Examination Committee for Customs Declaration Qualification and organized the Textbook Writing Committee for the Examination to specialize in the compilation of examination textbooks. This year, the Textbook Writing Committee summarized the experience of past customs declaration qualification examinations and widely solicited opinions from foreign trade and customs declaration professionals. Based on the actual development of customs declaration business, the committee organized relevant industry experts into five writing groups to formulate the examination outline and compile the 2005 edition of the series of textbooks for the national unified examination for customs declaration qualification, incorporating the latest laws, administrative regulations, and customs business reform achievements related to foreign trade control and customs management into the textbooks in a timely manner. The 2005 edition of the series of textbooks includes: "Outline of the National Unified Examination for Customs Declaration Qualification," "Textbook for the National Unified Examination for Customs Declaration Qualification," "Comprehensive Guide for the National Unified Examination for Customs Declaration Qualification," "Names and Codes of Import and Export Commodities," and "New Solutions to Questions from the 2004 National Unified Examination for Customs Declaration Qualification," forming a complete series of books. As the ancients said, "He who plans according to righteousness will surely succeed, and he who acts for the people will surely achieve." As long as the authors keep the readers in mind, their works will undoubtedly be well-received. The compilers of this series of textbooks, from the perspective of what candidates should know and be able to do, have considered both the breadth of knowledge to be covered and the fundamental content of customs declaration practice. The five books in the series each serve a distinct purpose: the "Outline" guides candidates in grasping the key points of the examination, the "Textbook" focuses on imparting knowledge and skills, the "Comprehensive Guide" emphasizes clarifying doubts and solving problems, the "Codes" serves as an examination reference tool, and the "New Solutions" helps candidates familiarize themselves with examination question types and summarize problem-solving techniques. I hope that the publication of this series of textbooks will facilitate the study and preparation of candidates, contribute to the openness, fairness, and impartiality of the examination, and also serve as a business guide for customs declaration professionals and a reference for customs personnel and those in related fields. It is inevitable that there may be errors or omissions in the textbooks, and I sincerely invite feedback from all sectors of society. The 2004 edition of the "Comprehensive Guide for the National Unified Examination for Customs Declaration Qualification" (hereinafter referred to as the "Comprehensive Guide") was published last June and was well-received by candidates and customs declaration professionals. Over the past year, due to the issuance and revision of new relevant laws, administrative regulations, and departmental rules, as well as the development and changes in customs business reforms, the "Comprehensive Guide" needs to be supplemented and revised accordingly. Based on this, the Customs General Administration's Examination Committee for Customs Declaration Qualification decided to compile the 2005 edition of the series of textbooks for the national unified examination for customs declaration qualification and established the relevant writing groups. Comrade Shen Youjun was appointed as the head of the 2005 edition "Comprehensive Guide" writing group, with Comrades Shao Jiaxi and Gu Peijun serving as deputy heads. The writing of each chapter remains the responsibility of the original authors, and the entire book is reviewed and edited by the editorial team. The compilation of the 2005 edition "Comprehensive Guide" officially began on March 1. In accordance with the principles determined by the Wuqing Meeting, Suzhou Meeting, Qingdao Meeting, and Haikou Meeting of the Textbook Writing Committee of the Customs General Administration's Examination Committee for Customs Declaration Qualification, and after soliciting opinions from experts and practical workers from customs, customs declaration companies, and other units, the writing group formulated the main content of the 2005 edition "Comprehensive Guide" and carried out the writing work. The entire process was completed in early June, lasting three months. While maintaining the basic framework of the 2005 edition "Comprehensive Guide" largely intact, the writing group adhered to the three "compliance" principles in the compilation process: strictly complying with current laws and regulations, strictly complying with the examination outline, and strictly complying with the textbook, thereby ensuring the consistency of the "Comprehensive Guide" with laws and regulations, the examination outline, and the textbook, and further highlighting the distinctive feature of the "Comprehensive Guide" in clarifying doubts and solving problems.
