Features: Administrative reform is an active response of government organizational systems to adapt to environmental changes. It is also a complex systematic project and is closely related to political and economic system reforms. As an important component of political system reform, administrative reform also provides necessary conditions for deepening economic system reform, establishing a socialist market economy, accelerating the pace of modernization, and comprehensively building a moderately prosperous society. However, administrative reform always involves adjustments in interests and changes in social relationships. In the process of building a fair, democratic, and rule-of-law society, various contradictions and issues will inevitably arise. To reduce these contradictions and issues and ensure the smooth progress of administrative reform, it is essential to improve administrative quality and capacity, shift mindsets, unify understanding, correctly handle the relationship between reform, development, and stability, base policies on national conditions, adopt a comprehensive approach, make careful plans, organize meticulously, adapt measures to local conditions, appoint capable individuals, and govern with virtue. The Third Session of the Tenth National People's Congress passed the "Government Work Report," which clearly states that greater emphasis should be placed on macro-control, overall coordination, people-centered development, innovation and reform, addressing prominent contradictions in economic and social development, resolving issues affecting people's immediate interests, correctly handling the relationship between reform, development, and stability, promoting comprehensive, coordinated, and sustainable economic and social development, and achieving the common progress of material civilization, political civilization, and spiritual civilization in socialism. This is currently the direction and goal of administrative management reform in China. Administrative reform is an inevitable outcome and driving force of social development, and the vitality of public administration lies in the infinite tension of administrative practice. The key to governance lies in ensuring the well-being of the people, and the success of governance depends on aligning with public sentiment. Building a nation prioritizes the study of governance above all else. Researching the laws of public administration, exploring its methods, and improving its theories should be grounded in reality, oriented toward the future, and open to the world. Only in this way can we rationally absorb and learn from human civilization, playing an active role in promoting the establishment and improvement of China's distinctive administrative system.
