Features: Volume 7 of Administrative Law Forum inherits the established style of the series, with the included papers reflecting, to a certain extent, the theoretical research achievements of China's administrative law scholars, particularly young scholars, over the past year. Among them:
Zhan Zhongle's Modern Administrative Process Theory examines and analyzes the allocation, operation, and supervision of administrative power from a new perspective of the administrative process, as well as the interaction and mutual influence between the legal status, power, and obligation relationships of administrative subjects and administrative counterparts, and the comprehensive, all-around supervision of supervisory subjects over administrative subjects' exercise of power within the constitutional framework, covering pre-event, in-process, and post-event stages.
Shi Hongxin's Social Governance and the Judiciary explores China's many conceptual and institutional issues in this field from several aspects, including the purpose of judicial intervention in social governance, the organizational forms of judicial intervention, professionalism, and the boundaries of judicial review (including scope and extent), combining the theory and practice of the relationship between judicial power and social organizations under different models of the state-society relationship.
Song Gongde's Facing Public Crises analyzes, from an empirical perspective, the measures and boundaries of limited prevention led by conventional administration and emergency handling led by emergency administration in the face of sudden public events.
Ling Weizhi's Survival Rights Compensation in China's Land Acquisition focuses on the protection of citizens' survival rights in the study of the land acquisition compensation system. Based on actual survey data, it analyzes the relationship between land acquisition and the living conditions of displaced farmers, summarizes the institutional evolution related to the survival rights protection of displaced farmers, and takes the land acquisition compensation and resettlement system applied in Z Village at different periods as a case study to analyze the nature of survival rights compensation in China's land acquisition system and the changes in compensation content.
Deng Shuzhu's Social Constraints on Power deconstructs the price hearing system, pointing out that, to a certain extent, the price hearing system provides a platform for using social constraints on power to form a benign interaction between the government and society.
Bi Honghai's Administrative Law in Transition summarizes the basic situation of administrative law research in China since the 1990s. This issue of the forum introduces a new column: Research on Administrative Law Methods. Zhong Ruiyou's paper The Evolution and Reconstruction of China's Administrative Law Paradigm in the Past 25 Years explores the application and prospects of the "paradigm" theory in China's administrative law.
