China's entry into the WTO is a major event in China's development process, which will have a profound impact on its economy, legal system, and even social life. Through its entry into the WTO, China actively participates in the process of economic globalization. This is of great significance for accelerating reform and opening-up, achieving rapid economic development, ensuring economic security, and safeguarding national fundamental interests. At the same time, it has also greatly promoted the development of the world economy. It has been proven that China's entry into the WTO aligns with the fundamental interests and national interests of the country, benefiting China's peaceful rise and the development of the world economy.
With the acceleration of economic globalization, countries around the world are now paying attention to adhering to the rules of the WTO when participating in international competition, continuously reducing tariffs, eliminating non-tariff barriers, and simultaneously seeking various methods to protect the healthy development of domestic industries. Safeguard measures are one of the important measures allowed by the WTO to regulate international trade order and protect the security of domestic industries, and they are therefore being adopted by an increasing number of countries. Today, with the growing number of safeguard measures cases, the role of safeguard measures investigations and rulings in maintaining fair trade and protecting national and industrial interests has been fully demonstrated and strengthened.
Learning and researching the legal norms of the WTO concerning safeguard measures, mastering and applying this legal tool to protect the economic security of domestic industries and safeguard the legitimate rights and interests of enterprises have become an urgent and highly practical task before us. China's fulfillment of its obligations and enjoyment of rights under the WTO rules depend on understanding, familiarizing with, researching, and applying these rules, as well as cultivating relevant talent. Currently, China's research on WTO-related knowledge has been vigorously carried out, but it is still in its early stages, especially in the research on the WTO's safeguard measures system, with a lack of experts in safeguard measures theoretical research.
As an economic powerhouse in the 21st century, China, without a doubt, should fully participate in formulating economic and trade rules for the new century. Without experts in this field, we cannot skillfully use the WTO rules to our advantage and avoid disadvantages, which would further hinder our participation in the research and formulation of relevant rules. Therefore, strengthening the research on WTO-related issues, including safeguard measures, and striving to cultivate a group of experts skilled in this area is an inevitable trend and a necessity of the current situation.
I am delighted to see the publication of Research on Safeguard Measures Law: Theoretical Framework and Empirical Analysis. The author, Huang Wenjun, has dedicated many years to the study of international trade law, possessing a solid academic foundation. In recent years, the author has devoted himself to researching WTO-related issues and has invested a significant amount of time and effort to complete this remarkable work. The book provides an in-depth analysis and elaboration on several important theoretical and practical issues concerning the safeguard measures system, with comprehensive data and rigorous arguments, helping readers to understand and grasp the safeguard measures system more comprehensively and accurately.
