Features: Trade liberalization is the trend of international trade development and aligns with the fundamental interests of all countries. According to international trade theory, countries should adopt a non-interventionist attitude toward foreign trade. However, in the practical international trade, this book focuses on the theme of "cities advancing technical standard pilot programs" and is divided into the following eight chapters. Chapter 1 is the logical starting point of this book. One of the key objectives of the national technical standard pilot program is to break through technical trade barriers set by developed countries, and technical standards are a major means of establishing such barriers. This chapter examines the process of the emergence of technical trade barriers and analyzes the role of technical standards in these barriers, laying the foundation for subsequent research.
Chapter 2 focuses on analyzing issues related to developed countries and technical standards, as well as new trends in the global development of technical standards. It points out that developed countries dominate international technical standards, achieving their goals of dividing the international market, allocating interests, and controlling advanced technologies by controlling the order of international technical standards. This chapter provides a fresh perspective for researching the national technical standard pilot city model.
Chapter 3 evaluates Chinese standards from an international perspective, analyzes technical trade barriers caused by technical standards, and explores the main reasons for the numerous problems in Chinese standards. It also examines the new challenges faced by China's technical standards in future development.
Chapter 4 analyzes the connotation, main objectives, main content, and specific requirements of the national technical standard pilot city program, while also studying and explaining the case of Wuxi as a pilot city. It highlights the difficulties encountered during the pilot program, preparing the groundwork for proposing models and frameworks for adopting international standards and participating in the development of international standards.
Chapter 5, primarily using Wuxi as an example, proposes a basic framework for adopting international standards in pilot cities. The main content of this framework focuses on priority export industries and products, accelerating the adoption of international technical standards, advanced foreign technical standards, and de facto international standards, and providing services to enterprises through a technical standard database.
Chapter 6 proposes a basic model for participating in the development of international standards by analyzing the technical standard models of developed countries and latecomer countries, and conducts an analysis using Wuxi as an example.
Chapter 7, based on the analysis of the basic characteristics of the early warning system under the WTO/TBT framework and the technical trade barriers faced by China's textile industry, studies and proposes a technical trade barrier early warning system for the textile industry, using Wuxi as an example.
Chapter 8 reveals that the key issues in adopting international standards and participating in the development of international standards lie in using technological innovation as a basis to enhance technical standard levels. The focus of this chapter is to explore issues related to strengthening Wuxi's technological innovation system and elevating patent levels, based on the actual conditions of Wuxi.
The content of the above chapters is closely interconnected and progresses in a logical sequence.
