The current state of supervision over corporate tax-related matters is as follows: On one hand, enterprises lack scientific and efficient technical theories for specialized audits of tax-related matters, and thus are unable to conduct feasible and effective supervision of their own tax situations, leaving only hope for the leniency of tax inspection authorities regarding potential issues. On the other hand, tax laws impose strict legal requirements on taxes in terms of time, scope, and other aspects, as well as the strict enforcement of "strict enforcement of the law and severe punishment for violations" by tax enforcement personnel during the enforcement process. This disparity often leads to conflicts between tax authorities and taxpayers. On one hand, enterprises may suffer unnecessary economic losses, and on the other hand, the rigidity of tax enforcement may be weakened. Under normal circumstances, relatively standardized taxpayers do not want to encounter any problems in their tax-related matters. They want to know exactly where the problems are, how to correct them, and how to prevent loopholes and avoid risks. Compared to other taxes, value-added tax (VAT) has more specific content. It is not a simple "sales tax offset input tax" business but involves the entire production and operation process. This book is based on the tax legal provisions and accounting standards for VAT, with the background of industrial accounting, and from the perspective of independent auditing, it confronts various specific accounting treatment contents without hesitation, studies the specific technical methods for auditing related VAT business, establishes various quantifiable technical means to identify and resolve VAT tax-related issues, and can serve as a technical guarantee for tax authorities and general taxpayer enterprises to prevent loopholes in VAT tax-related audits (excluding special businesses and special industries). The main content of the book can basically be divided into two aspects: First, the quantifiable technical methods for reviewing each link of VAT in the circulation process. This part of the content is practical and can be specifically applied, and it is the necessary business content for identifying problems and preventing loopholes in related VAT business. The completion of quantifiable review business is the foundation and prerequisite for relevant tax personnel, including tax inspection personnel, to review and supervise VAT business. Second, the technical processing methods for problems found during the review. Due to the high technical difficulty of transferring the input VAT of offset items under different conditions, the book dedicates a significant portion of its content to researching this aspect. These tax technical processing methods are established based on financial and accounting technical standards, striving for reasonableness, and therefore are only for reference in cases where there is no specific tax legal provision. The book introduces the quantifiable audit of VAT business in a step-by-step manner according to the accounting process and content, including the acquisition of input VAT, the circulation of offset items, the circulation of cost and expense, and the disposal of taxable assets. In each audit link, the introduction of the above two aspects is carried out simultaneously. The review of VAT business for general taxpayer enterprises can be conducted in order and by link, or individually for specific links. The method of detailed or brief review can be flexibly chosen based on different accounting quality conditions and the emphasis on the economic objectives and efficiency requirements of the audit. "VAT Audit," as the name implies, should be a practical book, but to reflect its theoretical, systematic, and comprehensive nature, this book chapter provides a theoretical overview, and the subsequent chapters are all practical content that can guide actual operations. The "Attrition of Input VAT" and "Calculation of Input VAT Allocation Ratio" business introduced in Chapter 2 of this book, under the current accounting standards, generally do not meet the efficiency requirements of audits in actual operations. The book proposes them as idealized technical standards for exploration purposes only.
