Features: Blood management work is an important part of China's health work. It is a social work with a wide scope and strong policy implications, directly related to the health and safety of blood donors and recipients, as well as the effective prevention of diseases transmitted through blood. The "Blood Donation Law" summarizes China's experience in promoting voluntary and unpaid blood donation over the years and, for the first time, established the unpaid blood donation system in China through legal form. It also provides specific and clear regulations on the responsibilities of local governments and relevant departments at all levels in blood donation work, the rights and obligations of eligible and healthy citizens, the responsibilities of blood collection institutions and medical institutions in blood collection and supply work, and penalties for illegal blood collection and use. According to the "Blood Donation Law," the law will come into effect on October 1, 1998. The promulgation and implementation of the "Blood Donation Law" will undoubtedly play a very positive role in further strengthening blood management work, improving the quality of clinical blood use, and ensuring the health of blood donors and recipients. To help everyone better study, promote, and implement the "Blood Donation Law," some colleagues from the Legal Affairs Commission of the Standing Committee of the National People's Congress, the General Office of the State Council, and the Ministry of Health, who participated in the drafting of the "Blood Donation Law," organized the writing of this "Interpretation of the People's Republic of China Blood Donation Law."
