Features: This book makes three main contributions: , it proposes a fourth hypothesis of war states. The state of war of all against all is a war state, or the Hobbesian war state; the war state between individuals and absolute power can also be called the Lockean war state; the state of war between all states and all states, or the state of international anarchy, is the third war state, which is emphasized by the realist international political thinkers Hans Morgenthau and Kenneth Waltz, and can therefore also be called the Morgenthau-Waltz war state; the fourth war state is the state of war between its state and the hegemonic state. The desire for power of the state is not the ultimate driving force of state behavior, the ultimate driving force is the development of human rights. The development of domestic human rights promotes domestic economic prosperity and political democracy, and the development of international human rights promotes the decline of international hegemony. The principle of human rights being above sovereignty expresses an absolute rule: no sovereign state has the right to deprive a citizen or a minority of their basic human rights. In such cases, international intervention in this country is in line with the principle of justice. The meaning of the principle of human rights being above hegemony is that when a country experiencing a human rights disaster is required to withdraw the hegemonic state forces leading the international intervention after the human rights issue is resolved, it is also in line with the principle of justice.
