After China joined the WTO, it entered a new era of opening up, which we term the period of open economic development. Compared to market economies in other countries that are already relatively mature, China's market economy has a short development history. Under these circumstances, developing an open economy requires substantial adjustments to domestic legal and policy systems based on international rules. The book is divided into four parts: the overall framework of open economy policies and legal systems, case studies of policy and legal adjustments in major countries' economic and trade policies, the establishment and improvement of a unified domestic market and its legal environment, and the basic framework of economic and trade policies and legal systems under China's open economy. This book takes a broad perspective from a global standpoint to study the general characteristics of open economies, rather than limiting itself to a single country's situation. It also fully reflects the openness of its research methods. Building on the WTO's trade policy review mechanism, the book applies the economic cost-benefit comparison theory to evaluate the implementation effects of policies and laws. It analyzes the costs of formulating policies and laws and proposes several indicators to measure their benefits. Based on this, it offers recommendations for establishing and improving China's performance evaluation system for policies and laws. The book provides an in-depth analysis of the current state of China's market mechanisms and the gap between them and open economies. It explores the underlying reasons for market segmentation and points out that developing an open economy must first establish and improve a unified national market system, ensuring the nationwide uniform implementation of policies and laws.
