Based on the progress of central and local e-government construction in China in 2004, there are approximately three key issues that warrant in-depth research and discussion.
The first issue is to correctly grasp the relationship between e-government and informatization, considering e-government as an integral part of the overall informatization development plan. The second issue is that the construction of e-government must adhere to the government's core business processes as the main thread. The third issue is that the construction of e-government must focus on the transformation and optimization of government business processes. Any e-government project should start with reviewing, studying, and evaluating existing business processes, with the emphasis on transforming and optimizing them. The success of e-government systems hinges on this very point.
It should be noted that e-government is not government office automation. Under favorable conditions, all government departments need to achieve office automation and require information infrastructure such as local area networks or dedicated networks. However, these are not the core or essential aspects of e-government. Online office work, video conferencing, and other similar activities are also not the key points of e-government. The core and essential content of e-government lies in using modern information technology to support the government in achieving its business activities, fulfilling its responsibilities, and realizing its statutory functions. In other words, the core and essential content of e-government is to develop and implement various informatization application systems that support the government's core business.
Therefore, in areas with limited resources and inadequate conditions, the development of government core business application systems should drive the advancement of office automation, rather than the other way around.
The China E-Government Development Report (Blue Book of E-Government), published annually, collects important documents and practices from the development of China's e-government, exploring major issues in e-government construction. It is believed to be beneficial for leaders, experts, scholars, and technical personnel concerned with the development of China's e-government and engaged in e-government construction. This will enable e-government to truly become an important means of transforming government functions, innovating management methods, enhancing government supervision capabilities and service levels, and serving to improve the Party's governance capacity.
