Features: The series of teaching materials for the Master of Laws (JM) education program will gradually be released to the public. This series of textbooks embodies the research achievements of nearly 100 renowned scholars and professors from legal institutions and research centers across the country. It is a uniquely structured, scientifically rigorous, cutting-edge, and applicable textbook. The Master of Laws (JM) program was approved by the State Council Academic Degrees Committee at its 13th meeting on April 1995 and piloted in eight institutions—Renmin University of China, Peking University, China University of Political Science and Law, University of International Business and Economics, Jilin University, Wuhan University, Southwest University of Political Science and Law, and East China University of Political Science and Law—in 1996, enrolling 539 students that year. The establishment and pilot implementation of the JM program marked the birth of China's applied higher legal talent education system. With the continuous development of the nation's economy, society, and democratic rule of law, especially the adoption of the strategy of governing the country according to law and building a socialist rule-of-law state proposed at the 15th National Congress of the Communist Party of China, the demand for high-level applied legal talents has grown significantly, driving the rapid development of JM education. The number of pilot institutions increased, reaching 28 by the end of 1998 (Renmin University of China, Peking University, Tsinghua University, China University of Political Science and Law, University of International Business and Economics, Jilin University, Wuhan University, Southwest University of Political Science and Law, East China University of Political Science and Law, Nanjing University, Sun Yat-sen University, Xiamen University, Central South University of Political Science and Law, Northwest University of Political Science and Law, Fudan University, Zhejiang University, Shandong University, Nankai University, Lanzhou University, Shanxi University, Sichuan University, Soochow University, Anhui University, Zhengzhou University, Heilongjiang University, Liaoning University, Yunnan University, and Xiangtan University). Enrollment expanded, reaching 11,902 by the end of 2001, including 6,433 full-time law master's students and 5,469 part-time law master's students. JM education has become a vital channel for cultivating high-level, interdisciplinary, and practical legal professionals in China.
After China's entry into the WTO, the country vigorously developed the market economy, advanced socialist democracy, fully implemented the strategy of governing the country according to law, accelerated judicial system reform, and worked toward building a rule-of-law state, creating an urgent need for a large number of high-level applied legal talents. The establishment and implementation of a unified judicial examination system will further strengthen the integration of legal education and jurisprudence, promote the unified development of legal discipline education and legal vocational education, and expand the scope and scale of JM education.
Against this backdrop, to properly guide the healthy development of JM education, standardize teaching requirements, ensure training standards, and improve training quality, the National Advisory Committee on Master of Laws Education decided to organize scholars, professors, and experts from legal institutions, research centers, judicial departments, and other relevant agencies to compile teaching materials for JM education, based on the spirit of the Wuhan Conference in 1998 and the Guiding Program for Master of Laws Education.
This series of textbooks adopts a new editorial format:
1. It does not overly emphasize the completeness and systematic nature of disciplines but divides them into several thematic modules based on teaching needs, focusing on core issues. Each module covers relevant fundamental theories, knowledge, problems, and methods, with an emphasis on methodological instruction and skill training.
2. It fully reflects new judicial practices and cutting-edge academic issues, incorporating recent research findings, legal norms, judicial interpretations, academic trends, and development directions.
3. Through careful summarization, organization, generalization, standardization, and refinement, it demonstrates the logical structure and systematic rigor of the discipline, offering high.
The textbooks aim to enable learners to, through research-based learning, understand and master the current state and challenges of various legal disciplines, positioning them at the forefront of the field. Building on existing research, learners will directly confront new practices, explorations, and issues.
This series is suitable for JM graduate education and part-time JM programs, as well as for other law graduate programs and legal practitioners. The textbooks will also serve as the basis for the National Advisory Committee on Master of Laws Education to conduct teaching evaluations, inspections, faculty training, and teaching exchanges.
