Features: The Research Center for Political Economy at Nankai University is a key research base in humanities and social sciences jointly established by the Ministry of Education of China and Nankai University. Since its establishment, the center has annually selected major topics related to China's reform and opening-up and modernization drive for research, compiling the research findings into books published as part of its annual reports. This book is the third volume in the annual report series, combining the 2003 and 2004 editions. Starting from 2003, some new changes and phenomena emerged in China's economic operation and development. Notable among them: First, after the national economy recovered from the demand shortage and deflationary trend caused by the Asian financial crisis after 1997, signs of overheating reappeared, with some sectors experiencing excessively rapid investment growth and significant price increases. To avoid excessive fluctuations in the national economy and maintain healthy development, the government took preemptive measures, implementing a new round of macroeconomic regulation, including a series of macroeconomic control measures centered on financial measures, as well as fiscal and land policies. By 2004, these measures had yielded results. Second, as reforms deepened and the national economy continued to develop rapidly, some deep-seated contradictions gradually became prominent, becoming significant factors restricting sustainable economic development. Examples include resource issues, environmental problems, employment issues, the "three rural" issues, capital market problems, and so on. How to establish and implement the new scientific outlook on development and overcome these constraints to maintain sustainable economic growth has become a major strategic issue. The Research Center for Political Economy at Nankai University keenly identified these two major issues for research and held national academic seminars in 2003 and 2004, respectively, with the themes "China's Economy and Financial Development" and "China's Reform and Sustainable Development: Opportunities and Challenges."
