He further explores the institutional conditions for the existence of freedom and, through this, finds the basic means to restore freedom—separation of powers, to restrict power with power, and prevent abuse of power. He advocates a political system of power separation and checks and balances under the supremacy of the constitution. This combines law, freedom, and the constitution, laying the basic framework for constitutional theory, which is also Montesquieu’s outstanding contribution to political theory. His contribution is also reflected in the historicism and holism of his research methods. Montesquieu’s entire theory is built on the analysis of historical facts and the political, social, and legal practices of countries around the world throughout history. From the dynamic relationships of various factors—social, historical, cultural, and environmental interactions among people—he grasps the laws of change in a country’s political system and legal development. This surpasses traditional political and legal research methods. In the "pre-scientific" period of social theory, it propelled the study of political science and law forward by a great step. The full Chinese translation of the book is divided into two volumes, six parts, and thirty-one chapters. The main content can be summarized as: ① Definition of law, the relationship between law and the state, types of state, and their respective principles (chapters 1 to 10). ② Political freedom and the theory of separation of powers, the British example (chapters 11 to 13). ③ Theory of the relationship between geography and politics and various corollaries (chapters 14 to 19). ④ Issues such as industry, commerce, population, and religion (chapters 20 to 25). ⑤ Changes in Roman and French law, feudal legal theory (chapters 27 to 28, 30 to 31). ⑥ General conclusions (chapters 26 and 29).
