Features: On April 27, 2005, the 15th session of the Standing Committee of the 10th National People's Congress passed the "Civil Servant Law of the People's Republic of China." This law is of great significance for standardizing the management of civil servants, safeguarding their legitimate rights and interests, strengthening supervision over civil servants, building a high-quality civil servant team, promoting diligence and integrity, and improving work efficiency. To facilitate the study, publicity, and implementation of the Civil Servant Law, and to help a broad readership understand and master the basic content of the law, experts and scholars from the Legal Affairs Commission of the Standing Committee of the National People's Congress, the General Office of the State Council, and relevant departments jointly wrote the book "Learning Questions and Answers on the (Civil Servant Law of the People's Republic of China)." This book is divided into three parts:
1. The legal text of the Civil Servant Law. This text is provided by the General Office of the Standing Committee of the National People's Congress.
2. Learning questions and answers on the Civil Servant Law. This section comprehensively and systematically elaborates on the conditions for civil servants, their duties and rights, positions and ranks, recruitment, assessment, appointment and removal of positions, promotion and demotion, rewards, penalties, training, exchange and avoidance, salary, benefits, and insurance, resignation and dismissal, retirement, and appeals and complaints. Comrade Shen Mengpiu conducted a meticulous review and revision of this section and provided valuable suggestions.
3. Materials related to the Civil Servant Law. Some of these materials were formulated based on the "Interim Regulations on State Civil Servants." After the formal implementation of the Civil Servant Law, the State Council and relevant departments will revise these provisions in accordance with the Civil Servant Law. To enable readers to fully understand the relevant regulations of China's civil servant system, we have included these provisions. We kindly remind readers to pay attention when using them.
