Comprehensive disciplinary inspection and supervision organs are law enforcement and disciplinary inspection departments with strong political attributes, bestowed upon by the Party and the State with special functions. Case investigation work is a fundamental function of comprehensive disciplinary inspection and supervision organs as stipulated by the Party Constitution and the Administrative Supervision Law. It is a crucial part of the fight against corruption and integrity-building, an inevitable requirement for governing the Party and the State strictly, a direct and intense confrontation with corrupt individuals, an effective means of punishing corrupt elements, and an important benchmark for the public to evaluate the effectiveness of anti-corruption efforts. Moreover, case investigation work is highly distinctive to disciplinary inspection and supervision, capable of reflecting its strengths, exerts deterrent power, and embodies the comprehensive level of disciplinary inspection and supervision work. To a certain extent, the fulfillment of all functions in disciplinary inspection and supervision work relies on case investigation work. Without it, the distinctive features of disciplinary inspection and supervision work would be lost, and its strengths could not be demonstrated. Therefore, case investigation work holds a very important position and role in the construction of integrity and the fight against corruption.
In recent years, with the dramatic, abrupt, and ever-changing changes in domestic and international situations, corruption has become a focal point of concern for all sectors of society. Abuse of power, seeking personal gain, corruption, selling and buying official positions, breaking the law while enforcing it, and public spending for personal use, etc., have deeply infiltrated the social body like a virus, disrupting economic development, affecting political stability, and tarnishing the image of the ruling Party. To address this, efforts must be intensified to fight corruption and punish corrupt individuals. Since the reform and opening-up, cases with clear characteristics of a transitional period have occurred under the conditions of a socialist market economy, showing an upward trend in terms of frequency, intensity, and occurrence. In this regard, case investigation work has become the top priority of the entire disciplinary inspection and supervision work. Therefore, studying the characteristics and patterns of case investigation work and exploring methods and approaches for handling cases are crucial prerequisites for improving the efficiency and quality of case handling, keeping pace with the times, reflecting the times in investigations, grasping the laws, and enriching creativity.
Based on years of experience in handling cases, the author deeply understands that case investigation work is a silent, diligent, and cautious practice. It does not grow in the praise of the masses and leaders but is guided by firm beliefs and lofty goals. It progresses step by step, day and night, overcoming countless unimaginable difficulties amidst complex relationships.
