Features: Criminology is a theory that studies the laws of contradictions in the movement of subjects and objects in public security management. It is a discipline system that explores the theory, experience, knowledge, and skills of using police forces to maintain social order. In the practice of public security management, there are numerous issues closely related to economics and economic management. This work is based on economic theory, economic management theory, and public security theory, using economic methods with cost-benefit theory as the main thread to conduct a systematic analysis and research on public security economics issues. This approach explores criminology theory from a new perspective, aiming to lay the groundwork for the creation of public security economics and promote the development of criminology. The book consists of nine chapters.
Chapter 1: Overview of Public Security Economics. This chapter defines public security economics and public security economics, identifies the characteristics of public security economics, clarifies its research objects and content, outlines the research methods, and explains the significance of studying public security economics.
Chapter 2: Theoretical Basis of Public Security Economics. Although no one in domestic or international criminology circles has yet proposed a "theory of public security economics," it does not mean that the discipline lacks any theoretical foundation. In some domestic and international works and articles, issues related to public security economics have occasionally been mentioned. The purpose of this chapter is primarily to lay the theoretical foundation for future research. Through this chapter, readers can understand that the theoretical foundation of public security economics, in addition to consumer behavior theory, cost theory, and public economics theory in economics, also includes theoretical foundations from political science, law, and criminology.
Chapter 3: Public Security Economic Subjects. Public security economic subjects are social forces that produce public security products in public security economics. This chapter studies public security economic subjects from the perspective of multi-center development trends, pointing out that public security economic subjects are primarily government-led, including organizations such as enterprises, communities, public security enterprises, social security organizations, and international organizations. It also discusses the reasons, status, and methods by which these organizations become public security economic subjects.
Chapter 4: Public Security Services. Public security services are the social security order provided by public security economic subjects, including national defense and public safety. This chapter defines public security services, highlights their characteristics, and discusses the criteria for evaluating public security services.
Chapter 5: Public Security Investment. Public security investment refers to the total sum of various public security costs paid by public security economic subjects in the process of providing public security services to all members of society. This chapter discusses the concept, principles, and significance of public security investment, classifies public security investment, analyzes its status and growth patterns, and introduces methods for determining public security investment issues and their proportions.
Chapter 6: Public Security Costs. Public security costs are the total resources consumed by public security economic subjects in carrying out public security activities to maintain social order. This chapter defines the meaning, principles, and categories of public security costs, with a focus on analyzing the objects and content of public security cost measurement. It also studies the measurement of public security costs using economic principles.
Chapter 7: Public Security Benefits. Public security benefits refer to the ratio between resource allocation activities aimed at meeting the needs of social members for a good social security order and the actual social benefits achieved. This chapter discusses the meaning, characteristics, types, principles, and significance of public security benefits. On this basis, by analyzing the reasons for low public security benefits, it focuses on introducing the cost-benefit analysis method as the primary approach for evaluating public security benefits. It also distinguishes between public security benefits and public security economic efficiency, pointing out ways to improve public security economic efficiency.
Chapter 8: Public Security Economic Decision-Making. The primary function of leaders in public security economic subjects is to select action plans. This chapter discusses the meaning, characteristics, and principles of public security economic choices, points out the procedures for public security economic choices, and classifies public security economic choices from different perspectives, elaborating on the methods of public security economic choices.
Chapter 9: Public Security System Selection. Choosing different public security systems directly affects the costs and benefits of public security economics. This chapter discusses the basic theory of public security system selection, introduces several typical public security systems worldwide and the historical public security systems in China, identifies the public security management model with the highest economic efficiency and the most suitable for China's national conditions, and proposes institutionalized management of public security in China. It also points out the development direction of public security economic policies. This is also a major content in the development of police science.
The application prospects of public security economics in practice are very broad. It will guide public security management departments to use and organize limited public security costs more reasonably and scientifically to plan and organize public security, achieving the goal of establishing a good social security environment, ensuring the peace and prosperity of the people, and realizing long-term stability in social life with minimal cost input.
