In the early days of reform and opening up, the leader of the economy, Chen Yun, regained control of the central financial authority, and he painstakingly worked to guide China's ship of state onto a healthy development course. Around the time of the 13th National Congress of the CCP, Chen Yun discussed with Deng Xiaoping and Li Xianwen about completely withdrawing from the central leadership positions. The desire for a full withdrawal was not realized, so they had to adopt a "partial withdrawal" approach. After the 14th National Congress, Chen Yun finally achieved his wish for a full withdrawal and remained steadfastly focused on the perspective of the common people, consistently advocating for the maintenance of central authority, and walked through the final three years of his life. In 1978, this turning point in Chinese history, at the age of 73 and already advanced in years, Chen Yun re-entered the decision-making circle, beginning his later years of continuing to play an important role as an elder revolutionary.
