Features: 2004 was an extraordinary year for fee management. With the promulgation and implementation of the "Administrative Law" and the issuance of the Ministry of Finance's "Notice on Strengthening the Management of Government Non-Tax Revenue," the pace of reform in China's fee management system accelerated rapidly. Central and local governments intensified their efforts to combat the "three" (excessive fees, fines, and forced labor) behaviors unprecedentedly. At the same time, the concept of "government non-tax revenue" replaced the term "extra-budgetary funds," leading to a series of reform measures being introduced across various regions. These changes and initiatives also drew significant attention and coverage from the media, with newspapers and periodicals publishing endless reports on related policies and exposing "three" incidents. To enable our fellow finance professionals and the broader public to more conveniently and comprehensively understand these news content and stay up-to-date with the dynamics of fee management, we collected and curated policy releases and news events related to fee management published in various media outlets in 2004, compiling them into this book. The book is organized by fee type and chronological order of events, divided into ten parts: Education Fees, Agricultural Fees, Corporate Fees, Medical Fees, Fines, Non-Tax Revenue, Combating Excessive Fees, Administrative , Regulations and Fees, and Fee Development.
