Features: "Civil Servant Law of the People's Republic of China" (hereinafter referred to as "Civil Servant Law"), was discussed and passed by the 15th session of the Standing Committee of the 10th National People's Congress, promulgated by the State President of the People's Republic of China under No. 35, and implemented starting from January 1, 2006. The promulgation and implementation of the Civil Servant Law is a major event in China's legal system construction and civil servant management work, marking the entry of civil servant management into a new stage. As a comprehensive and systematic legal regulation of civil servant management, the legislative authorities and relevant departments conducted extensive research, held expert discussions, and undertook arduous organizational coordination and institutional innovation. This law embodies more than ten years of civil servant management experience since the implementation of the civil servant system in 1993, as well as the wisdom, efforts, and hard work of numerous legislative participants. It maintains the continuity and stability of the civil servant system while also introducing many developments and breakthroughs, holding significant practical and historical importance for building a rule-of-law government and society, as well as advancing the administration according to law.
To support the implementation of the "Civil Servant Law" and help civil servants accurately understand and apply this law, better safeguard their rights and interests, and strengthen civil servant management, we have compiled and published the book "Civil Servant Law of the People's Republic of China and Related Regulations." In addition to the official legal text of the "Civil Servant Law," the book also includes more than 40 currently effective regulatory documents, providing clear and specific provisions on aspects such as position classification, responsibilities, examination and recruitment, assessment and training, position promotion and demotion, appointment, reward and punishment, and complaints and appeals. It should be noted that supplementary regulations and rules based on the original "Interim Regulations on National Civil Servants" that conflict with the "Civil Servant Law" shall be superseded by the "Civil Servant Law." After the new supplementary administrative regulations and rules are issued by the State Council, we will promptly revise this book.
