Features: After the major adjustments in the functions of the People's Bank of China (PBOC), it is essential to establish a scientific development concept, implement a prudent monetary policy, strengthen research and analysis, grasp the pulse of the economy, and serve the monetary policy decisions of the headquarters and the policy decisions of local governments, as well as enhance the scientificity, effectiveness, and foresight of macro-control. This has become the primary task of PBOC branches. In 2004, the Nanjing Branch of the PBOC conducted in-depth, meticulous, and solid research and analysis around the implementation of national macro-control. Focusing on deepening financial reforms and maintaining financial stability, the branch explored forward-looking and practical financial research. The entire branch has formed a well-organized, task-focused, and results-oriented large-scale research framework, completing a large number of high-quality research reports that have played a significant role in guiding practical work. This book collects 59 outstanding research reports from the Nanjing Branch of the PBOC in 2004, organized into five thematic sections: "Monetary Policy Research" and "Financial Stability Research." These sections reflect the current research dynamics and interim achievements of the Nanjing Branch of the PBOC. In addition, this book has the following three main features:
1. Central Bank Perspective: The central bank is the macro-control department responsible for formulating and implementing monetary policy, preventing and resolving financial risks, and maintaining financial stability. Analyzing issues from the central bank's perspective means independently analyzing and thinking from the central bank's standpoint, with a forward-looking approach to better fulfill the central bank's functions, promote the sustainable and healthy development of the local economy, and safeguard national interests. The perspective from which we view issues is crucial. Currently, there are divisions of opinion among all sectors of society on some key and difficult issues, such as whether investment is overheated, whether credit should be tightened, and whether inflation has emerged. The Nanjing Branch of the PBOC has conducted in-depth and detailed research and surveys on these socially focused issues, actively and beneficially reflected on the difficulties affecting sustainable economic development, and proposed its own views on these issues. Practice has shown that "only by being effective can one gain authority." The PBOC must, through in-depth practice and exploration, develop independent analysis and thinking to have a distinct voice, fulfill its role, and reflect its status and authority.
2. Regional Characteristics: The jurisdiction of the Nanjing Branch of the PBOC spans Jiangsu and Anhui provinces, with significant regional imbalances in development. There are clear differences in the levels and structures of economic and financial development, as well as in the behavior of microeconomic entities and social culture among regions. As a branch of the PBOC, the Nanjing Branch is close to the grassroots and has the advantage of analyzing and researching regional economic and financial conditions. The research reports included in this book are from grassroots branches in 30 prefecture-level cities in Jiangsu and Anhui, providing macro- and micro-level assessments of the economic situation. By analyzing the operation of the local economy and its dominant industries, monitoring the flow of credit funds across different regions, industries, and enterprises, and evaluating the implementation effects of monetary policy from multiple angles, indicators, and methods, the book provides valuable information for the headquarters to formulate monetary policy and for local governments to develop regional economic development strategies.
3. Empirical Analysis: Research and surveys are a type of empirical methodology. Empirical analysis first involves identifying problems and measuring their extent, then analyzing the problem to find causal relationships between macroeconomic phenomena, and finally solving the problem by researching policy measures. The research reports in this book are primarily based on empirical analysis, using qualitative and quantitative methods such as questionnaire surveys and mathematical statistics to study the correlations between economic variables, reveal causal relationships between economic phenomena, and provide a comprehensive, in-depth analysis, judgment, and forecast of the economic and financial situation.
It is hoped that the publication of this book can serve as a catalyst for further exchange within the PBOC system and provide valuable references for theoretical and practical workers concerned with the development of the financial industry. At the same time, it is hoped that the employees of the Nanjing Branch of the PBOC can continue to adhere to the "Five-Typed Cadre" requirements proposed by Governor Zhou Xiaochuan, accumulate knowledge and achieve excellence, continuously improve their policy theory and professional skills, broaden their horizons by absorbing advanced research findings from both domestic and international sources, and refine their analytical methods to deepen and expand research, thereby providing more and more valuable research results for the headquarters and local government policy decisions, and making greater contributions to the economic and financial development of the jurisdiction.
After the major adjustments in the functions of the PBOC, strengthening research and analysis, grasping the pulse of the economy, serving the monetary policy decisions of the headquarters and the policy decisions of local governments, and enhancing the scientificity, effectiveness, and foresight of macro-control have become the primary task of PBOC branches. The research results in this book have three distinct features: "Central Bank Perspective," "Regional Characteristics," and "Empirical Analysis," covering five sections: "Monetary Policy Research," "Financial Stability Research," "Financial Service Research," "Rural Finance Research," and "Foreign Exchange Management Research." These sections concentrate on reflecting the current research dynamics and achievements of PBOC branches, particularly the theoretical and practical discussions on current socially focused financial hot and difficult issues, providing valuable references and insights for financial theorists and practitioners.
