This project employs quantitative analysis methods to identify differences in the supply of various rural public goods in poverty-stricken areas affected by grassroots fiscal deficits, measures the fiscal deficit risks borne by major rural public goods in grassroots fiscal expenditure arrangements, and reveals the impact of the unbalanced state of county and township finances in China's poverty-stricken areas on the level and scale of rural public goods supply. The study selects five grassroots fiscal major expenditure items with public nature—fiscal support for agricultural production and construction, expenditures for forestry, agriculture, water, and meteorology, social security expenditures, administrative expenses, and education—as the local rural public goods.
