The National Law Master Entrance Examination is a selective exam uniformly implemented by pilot institutions for the National Law Master Professional Degree. The objective of the training program is to cultivate a large number of applied and interdisciplinary legal talents who possess both professional knowledge and legal expertise, skills, and qualities. It aims to scientifically regulate the enrollment, training, and process of the National Law Master Professional Degree, further refine China’s higher-level legal talent training structure and degree system, and ensure that legal graduate education meets the diverse needs of high-level legal professionals in various fields of legal practice, political life, economic life, and social life. Strengthening the assessment of legal-related abilities and developmental potential is a prominent feature and fundamental approach of the exam.
While legal knowledge is undoubtedly a key component of the examination, the special requirements of the National Law Master Professional Degree training emphasize the candidate’s ability to apply fundamental knowledge and principles from related disciplines, accurately use legal language, and assess legal thinking skills such as logical analysis, reasoning, and argumentation.
To meet the demand for high-level applied legal professionals in China’s socialist market economy and rule-of-law governance, the 13th meeting of the State Council Academic Degrees Committee in 1995 approved the report on establishing the National Law Master Professional Degree. In June 1999, the Office of the State Council Academic Degrees Committee and the Legal Education Department of the Ministry of Justice issued the Guiding Training Program for National Law Master Graduate Students, revised by the Secretariat of the National Law Master Professional Degree Education Guidance Committee.
In 2005, the joint examination for the enrollment of National Law Master Graduate Students (undergraduate education) was piloted by participating institutions. The National Law Master Professional Degree program does not admit undergraduates with law degrees (including those with equivalent qualifications) but only non-law graduates with bachelor’s degrees from institutions of national education (or those with equivalent qualifications). This measure was adopted to maximize the social benefits of higher legal education resources, fully leverage the special educational functions and roles of the National Law Master Professional Degree, and facilitate organizational work during the training process. Law undergraduates are encouraged to apply for postgraduate studies in law, while eligible working professionals may pursue the Executive Master of Laws program.
As of now, 39 universities have been approved by the Ministry of Education to enroll National Law Master students, with the number of applicants increasing year by year. In 2004, the Ministry of Education decided to transfer the work of the National Law Master Entrance Examination from the National Law Master Professional Degree Education Guidance Committee to the National Education Examination Center, marking a new phase for the exam.
According to the requirements of the National Education Examination Center, the National Law Master Entrance Examination not only assesses candidates’ legal knowledge but also evaluates their ability to apply fundamental knowledge and principles from related disciplines, accurately use legal language, and demonstrate legal thinking skills such as logical analysis, reasoning, and argumentation.
