The "Three Seas" South Sea, Middle Sea, and North Sea were the Imperial West Garden during the Qing Dynasty. After the establishment of the Republic of China, the South and Middle Seas became government office buildings, while the North Sea gradually opened as a park. The Financial Rectification Committee was located near the Xiang Hall, north of the Nanhai Hanyuan Palace. The author's office was in the nearby Changchun Study, which was once where Weng Tongshu taught Emperor Guangxu. The book records the "Three Seas," continuing from Gao Shiqi's Golden Turtle Retreating from Eating Notes from the Kangxi era, covering nearly three centuries of garden changes. However, when researching history, it is not limited to the Kangxi era and often traces back to the Yuan, Ming, even the Liao and Jin dynasties. While the records in Golden Turtle Retreating from Eating Notes and Under the Capital Notes are more comprehensive, this book sometimes references their content for comparison.
