Since ancient times, up to the late Qing Dynasty, a stable political organization form from the central government to local authorities gradually took shape in thousands of years of civilized history. The reason why the Chinese nation has withstood the baptism of winds and rains for thousands of years, resisted multiple invasions by foreign enemies, and always stood tall as a great power in the East, is inseparable from this. Like other countries, the political organization form of ancient China also went through stages of emergence, development, and maturation. What differs is that the feudal system in China was highly developed and had a long history. In 221 BC, the Qin Dynasty ended the period of division and fragmentation that followed the Warring States period, unified China, and established a vast centralized unified empire, which was a great achievement in Chinese history. With the unification of the country, the Qin Dynasty gradually implemented various unified systems across the nation, achieving a political situation where "the land within the empire was divided into commanderies and counties, and all was united." This had a profound impact on later Chinese history. To adapt to the needs of a feudal unified state, Qin Shi Huang reformed and adjusted the local administrative institutions of the Warring States period, abolished the ancient system of enfeoffment and vassal states, and fully implemented the prefecture-county system, dividing the country into 36 prefectures (increased to 40 by the end of the Qin Dynasty). Prefectures governed several counties, and counties were set up with either a county magistrate or a county head, depending on their size—counties with over 10,000 households had magistrates, while those with fewer households had heads. They were assisted by deputy magistrates, military commanders, and other subordinates. The main officials of prefectures and counties were appointed and transferred by the central government, establishing a feudal ruling network from the center to the localities, thereby strengthening the feudal state machinery, with the county becoming the most important link in the feudal state's ruling institutions. This system was largely inherited by later rulers. With the rise and fall of dynasties, some powerful dynasties, such as the Han, Tang, Ming, and Qing, established increasingly systematic and complete county government systems to maintain the normal operation of the state machinery and consolidate their rule, making the county government system the most fundamental and stable political organization form. Even today, although the nature of our government has fundamentally changed, the county, as a level of the government organization of the republic, still continues to exist with its strong vitality. Therefore, reviewing and organizing the county government system, an important political legacy, especially by examining and studying the historical microcosm of the more complete Naiyang County Government Office in Henan, to understand its historical original form and development, explore its historical origins rooted in the Chinese land that has endured for thousands of years without decline, and learn from its strengths and weaknesses, remains of practical significance today.
