This book takes the public ownership and its forms of realization as its research objective, exploring the essential connotations of public ownership and its forms of realization under market economy conditions from the perspective of ownership functions. It provides a detailed argument for the "historical right of existence" of socialist public ownership, which is characterized by the dominance of public ownership and the coexistence of multiple forms of ownership. This monograph is based on the research report of the National Social Science Fund project I led, titled "The Essential Connotations of Public Ownership and Its Forms of Realization under Market Economy Conditions," and has been supplemented and revised multiple times. The work was completed collaboratively, embodying the collective wisdom of its authors. Wen Kui primarily completed the introduction, discussing the essence of socialism; Mao Liyan completed the first part, conducting a theoretical review and exploration of the transformation of public ownership; Zuo Dapeng completed Chapters 14-17 of the second part, proposing forms of public ownership suitable for the market economy; Han Zhaohua completed Chapters 18-20 of the second part, discussing the current status of China's enterprise system transformation and the conditions for establishing a Chinese enterprise system; and Li Lina completed the third part, reviewing the historical formation and development of public ownership theory. The final editing was done by Wen Kui, Mao Liyan, and Li Lina.
We firmly believe that with the continuous development of practice, the public ownership economy will demonstrate even greater vitality in the socialist market economy. As understanding deepens, with the growing popularity of the scientific outlook on development, more people will recognize the importance of researching this issue, summarize new experiences from practice, and propose more contemporary insights. We only hope that the publication of this monograph can provide some valuable ideas for future academic discussions on this topic.
