Only by possessing and continuously improving the "Five Capabilities" can one deeply understand the overall requirements of the "Five Aspects of Capability" and implement them concretely in line with the actual work domain one is engaged in. Conversely, to truly and deeply understand the overall requirements of the "Five Aspects of Capability" and strive to implement them concretely in line with one's actual work, it is necessary to continuously strengthen the quality level of the "Five Capabilities." Since the 16th National Congress, cadres at all levels have made considerable efforts to strengthen the "Five Capabilities." To further implement the spirit of the Fourth Plenary Session of the 16th Central Committee in comprehensively strengthening governing capacity, every cadre needs to strengthen their governing awareness and continuously strive to improve the "Five Capabilities." Based on the spirit of the 16th National Congress and the Fourth Plenary Session of the 16th Central Committee, this book focuses on discussing several issues related to the requirements for cadres to strengthen the "Five Capabilities."
