Features: To implement the "Environmental Impact Assessment Law of the People's Republic of China," the "Environmental Management Measures for Construction Projects," and the "Technical Guidelines for Environmental Impact Assessment," the environmental risk assessment of construction projects is incorporated into the scope of environmental impact assessment management. This specification is formulated for this purpose. Based on relevant national laws, regulations, and standards concerning environmental impact assessment, as well as laws and regulations and standards related to the safety management and safety assessment of hazardous chemicals, this specification serves as a technical guideline for environmental impact assessment agencies to conduct environmental risk assessments. Appendix A of this specification is normative, while Appendix B is informative. This specification was proposed by the Environmental Impact Assessment Management Department of the State Environmental Protection Administration, drafted by the Environmental Engineering Evaluation Center of the State Environmental Protection Administration, and administered by the Science and Technology Standards Department of the State Environmental Protection Administration. The State Environmental Protection Administration is responsible for interpreting this specification.
