Features: Excerpt: Article 1.0.1 of General Provisions To provide a basis for the overall design of mining areas and adapt to the needs of their construction and development, this regulation is formulated. Article 1.0.2 This regulation applies to the overall design of newly built mining areas. For the overall design of expanded or reconstructed mining areas, it can be used as a reference. Article 1.0.3 The overall design of a mining area is an important document guiding the comprehensive development of its technology and economy, serving as the basis for planning the construction of the mining area and preparing the designs for individual projects such as mines and factories within it. Article 1.0.4 The overall design of a mining area must reflect the spirit of deepening reform, adapt to the needs of the socialist market economy, and make full use of local social collaboration opportunities as urban and rural comprehensive service systems develop. It must comply with all national laws and regulations, implement national policies and strategies for developing the coal industry, and promote the rational development and utilization of coal resources, including the protected exploitation of scarce coal types. It must also adhere to the safety production principle, rely on scientific and technological progress to continuously improve mechanization levels, improve working conditions, and enhance economic efficiency. Article 1.0.5 The overall design of a mining area should be prepared based on the approved detailed geological report of the mining area, along with one or two exploration (detailed) geological reports of coalfields, as well as the approved feasibility study report and environmental impact assessment report for the mining area construction. Article 1.0.6 The overall design should clarify the guiding principles of the design, demonstrate the construction conditions and the significance of the mining area's development to the national economy, and, based on market research and forecasts, assess the market competitiveness of the products. Technically and economically, it should analyze the rationality of construction and production, and determine the principles and plans for the development and construction of the mining area, generally including: coordinating the planning of coal resources and the development layout, mode, and scale of the mining area; coalfield division, design production capacity of underground or open-pit mines, and coalfield development methods and industrial site locations; coal usage and end-users, coal washing and processing, and coal preparation plant layout; auxiliary and supporting enterprises and facilities of the mining area; administrative management, cultural, educational, and healthcare facilities; mining area transportation, power supply, information networks, water supply and drainage, flood control and drainage, comprehensive utilization, environmental protection, land use, and residential area planning; as well as the construction sequence and timeline of the mining area, scientific research and training work, estimation of construction investment, materials, and labor, and analysis and demonstration of economic benefits. The ground transportation, power supply, information networks, water supply and drainage, flood control and drainage, location of blasting material depots, and residential area planning in the overall design of the mining area should be coordinated with relevant departments and obtain written agreements. The overall design of the mining area should be comprehensively considered in conjunction with national land planning, urban planning, and regional economic planning. Article 1.0.7 The overall design of the mining area should optimize the preparatory work for its construction and the construction sequence of individual projects within it, organizing the work in phases and batches according to reasonable timelines. Taking into account the characteristics of the mining area, permanent infrastructure should be utilized as much as possible when arranging the construction network. Article 1.0.8 For new mining areas near existing ones, the facilities of the old mining areas should be fully utilized to avoid redundant construction and save investment. In areas with a more developed market economy, auxiliary production and service facilities for newly built mining areas should be jointly established or merged with similar enterprises in society to develop economies of scale. Article 1.0.9 For newly built large-scale mining areas in remote and underdeveloped areas, complex issues such as external transportation channels for products, market development, and regional ecological carrying capacity may not be fully resolved in the overall design, affecting construction and production development. In such cases, a special report should be attached to explain the situation and propose recommendations.
