The research will primarily focus on the following aspects:
First, the historical evolution of the relationship between sovereignty and human rights will be examined, including clarifying their connections in the history of Western political thought, with the aim of tracing the historical trajectory of their relationship. This involves elaborating on the evolution of sovereignty and human rights concepts, as well as analyzing the contradictions, intersections, and overlaps between them in historical development.
Second, the relationship between sovereignty and human rights will be studied through the lens of international law, aiming to clarify the legal basis of their relationship. This primarily involves analyzing provisions on sovereignty and human rights in international documents, discussing issues in the legal framework, and examining the profound impact of the United Nations' human rights practices on legal theory.
Third, the relationship between sovereignty and human rights will be studied from the perspective of international political realities, focusing on two levels. The first level is the international level, which will analyze the nature of international struggles surrounding the relationship between sovereignty and human rights during the Cold War and post-Cold War periods. This will involve dissecting these struggles by considering ideological, political, historical, economic, cultural, and international environmental factors. The second level is the national level, primarily using the United States as a case study. First, the author will analyze the United States' practices in upholding and fulfilling international human rights obligations, demonstrating that when a nation's sovereign interests conflict with international human rights commitments, sovereignty prevails. Then, the author will examine the United States' practices of foreign interference on human rights issues, illustrating how, when another country's sovereignty faces international human rights obligations or U.S. human rights standards, the U.S. stance shifts to prioritizing human rights over sovereignty. The purpose of this section is to distinguish between the human rights practices and theoretical pronouncements of sovereign states, using facts to explain the relationship between sovereignty and human rights in diplomatic practice. Additionally, the author analyzes major international events in recent years from the perspective of sovereignty and human rights, based on new developments in international relations.
The final part of the book explores the impact of the relationship between sovereignty and human rights on international relations. The author discusses the status of sovereignty and human rights in international relations and their effects on East-West and North-South relations. The book attempts to explore a reasonable relationship between sovereignty and human rights in international relations and offers policy recommendations for China's decision-making bodies.
