Entering the 21st century, the Party Central Committee with General Secretary Hu Jintao at its core put forward an inspiring slogan and strategic goal to the entire Party and the people of all ethnic groups: to establish a harmonious socialist society. The Fourth Plenary Session of the Sixteenth Central Committee explicitly proposed "improving the ability to build a harmonious socialist society" as an important aspect of the Party's governance capability. In February of this year, the Central Committee of the Communist Party of China held a special training course for ministerial and provincial-level leaders on improving the ability to build a harmonious socialist society, during which General Secretary Hu Jintao delivered an important speech. Since then, General Secretary Hu Jintao has repeatedly emphasized the issue of building a harmonious socialist society. Clearly proposing the concept of building a harmonious socialist society is a first in the history of our Party. The proposal of this important argument represents a significant enrichment and development of Marxist theory and marks another theoretical advancement by our Party in understanding what socialism is and how to build socialism. Deeply understanding and grasping the rich connotations of building a harmonious socialist society is of great significance for fully implementing the scientific development concept, promoting coordinated and comprehensive progress in China's economic and social development, and achieving the grand goal of building a moderately prosperous society in all respects. Currently, how to build a harmonious socialist society has become a crucial topic of great concern to Party and government at all levels, the academic community, various sectors of society, and the broad masses of people.
