Features: The "Measures for the Integrity of Leaders of State-Owned Enterprises (Trial)" (hereinafter referred to as "Measures") was jointly issued and implemented by the four ministries/commissions—the Central Commission for Discipline Inspection, the Central Organization Department, the Supervision Commission, and the State-owned Assets Supervision and Administration Commission of the State Council—on December 12, 2004. The "Measures" is China's first systematic set of regulations specifically targeting the integrity of leaders of state-owned enterprises. Based on relevant national laws, regulations, and Party rules, it adheres to the principle of "combating both symptoms and root causes, comprehensive governance, taking both punishment and prevention measures, and emphasizing prevention." Building upon the requirements for integrity of state-owned enterprise leaders raised at previous plenary sessions of the Central Commission for Discipline Inspection, the "Measures" fully considers the current situation of state-owned enterprises and proposes behavioral norms for integrity that leaders should follow, as well as measures for handling violations of the regulations. Its promulgation and implementation hold great significance for promoting the integrity of state-owned enterprise leaders, preventing corruption, advancing the integrity-building efforts of state-owned enterprises, and ensuring their accelerated development. To facilitate better study of the "Measures" by disciplinary inspection and prevention organs at all levels, organizational and personnel departments, state-owned assets supervisors, and state-owned enterprises and their leaders, the Central Commission for Discipline Inspection and Legal Affairs and the Discipline Inspection Commission of the State-owned Assets Supervision and Administration Commission jointly compiled the book "Measures and Related Regulations." The book includes the following five parts: Part I: Measures for the Integrity of Leaders of State-Owned Enterprises (Trial); Part II: Related Party Rules; Part III: Related National Laws; Part IV: Related Administrative Regulations; Part V: Related Departmental Rules.
