The authors focus on four key questions: 1) Do the investments made by the central government create dependency at the local level? 2) What is the actual state of supervision by central government departments over local authorities? 3) How are these relationships handled in the field of social welfare? 4) What is the actual relationship between local power and higher authority in urban planning and construction? Through research in these fields with different legal and administrative characteristics, it is shown that local governments are much more independent than people imagine. This proves that the role of local government is very important in national governance.
