Public Economics Cases

Author: Zhu Boming

Publish Date: 2004-11-01
Features: This book carefully selects 100 cases centered around the main content of public economics. Each case includes three aspects: "Case Description," "Case Analysis," and "Discussion Questions," combining abstract principles with vivid real-world scenarios to help students deepen their understanding and mastery of public economics. The original materials for the cases in this book come from multiple sources. There are reports downloaded or clipped from the media, manuscripts submitted by participants in cadre training classes, minutes of student discussions in the classroom, financial inspection reports provided by the finance department, and previously written articles, and so on. The extent of utilization of the original materials varies during the compilation process. Some cases have only been slightly modified in text, some only use the case details, and some refer to certain viewpoints. To distinguish the degree of utilization, each case is marked with words such as "adapted," "rewritten," or "compiled." During the compilation process, some ideas sparked. For example: fiscal special funds should not be excessive and should be incorporated into the budget as soon as possible; thorough "two-line management" of revenue and expenditure should be closely integrated with detailed departmental budgeting; leveraging media power and reporting mechanisms can prevent departments from budget funds; the practice of transferring central government bond funds to local governments contradicts the principle of efficiency; the integration of bicycle lanes and sidewalks violates the fairness principle of public product consumption; replacing the ban on setting off fireworks with higher taxes on them; addressing rural by reducing county and township expenditure pressure, and so on. Although the book includes many of my own insights, it has also absorbed a great deal of others' work. Here, I sincerely thank the relevant authors and participants. Additionally, the leadership of the Academic Affairs Office and the Graduate School of Zhejiang University provided strong support, and I am grateful to them as well.
