On September 11, 2004, at Xiaojianbei Kindergarten in Wuzhong District, Suzhou, 28 children were injured by an irrational knife-wielding assailant. One after another, these accidental injuries and deaths of children in kindergartens shocked the nation, left all parents trembling with fear, and drew high attention from the entire society. Preschool children lack self-protection abilities. To prevent such incidents from recurring and ensure the healthy growth and safety of young children, the Ministry of Education issued an emergency notice: requiring all levels and types of kindergartens to prioritize the protection of children's lives and the promotion of their health, strictly enforce regulations, strengthen management, and further enhance safety measures to ensure the healthy growth and safety of young children. Experts point out that most children's accidental injuries occur in children under the age of 4, and the vast majority of these accidents are preventable.
