For administrative divisions with more than two items filed, they are listed in chronological order of promulgation.
4. This collection is published in twelve issues per year, with one issue per month. This is the twelfth issue of the 2005 annual collection, including 12 administrative regulations, 2 regulatory documents, 42 departmental rules filed with the State Council, 4 regulatory documents from December 2004, and 3 judicial interpretations from November to December 2004, totaling 52 items.
