Features: From the victory of the October Revolution to the present, the Russian Federation has issued two administrative violation codes, namely the 1984 Administrative Violation Code and the 2001 Administrative Violation Code. The latter inherited 60-70% of the content of the former. However, since they were formulated before and after the dissolution of the Soviet Union, representing two different historical periods of Russian social development, their nature is entirely different, and there are significant differences in their structural systems and basic content. By comparing the structure and content of the two aforementioned codes, it can be seen that the 2001 Administrative Violation Code has three major characteristics in its structure and main content: (1) adapting to the needs of changing circumstances; (2) further improving the protection system for individual rights and freedoms; (3) more precise and specific administrative violation legal norms. Currently, our country is in the process of contemplating judicial reform, including reforms of administrative substantive law and administrative procedural law. It is necessary for us to understand and study the experiences and lessons of judicial reform from countries around the world, including the Russian Federation. Due to various reasons, experts and scholars in our country have so far been unaware of the two Administrative Violation Codes of the Russian Federation. Therefore, the translator has translated the aforementioned two codes and compiled them into a book for reference by our legislative bodies, as well as experts and scholars in constitutional and administrative law.
