China Public Policy Analysis, 2004 Edition is the fourth annual analysis report on China's public policy, co-edited by the Institute of Public Policy Research, Chinese Academy of Social Sciences, and the Asian Governance Research Center, City University of Hong Kong. This volume highlights the new Chinese government's policy choices, which are grounded in the value of "serving the people and governing for the people." In a series of policies, including the reform of state-owned asset management systems, crisis management, export tax rebates and deepening foreign trade system reforms, maintaining the stability of the RMB exchange rate, abolishing the collection and repatriation measures for urban homeless people, and reforming administrative management systems, the government has prioritized "people-centered" approaches as the fundamental starting point and goal of the policy process. This marks a faster pace of democratization and scientific advancement in China's public policy choices, particularly in the policy process.
