Features: How to view the reform of the NPC and its implications for future Chinese politics? If the NPC is taken as a primary focal point for the "soft landing" of future Chinese constitutional development, how should we continue to advance the process of political reform in China? As the National People's Congress (NPC), a major platform for the initiation of political democratization in China, has become a fundamental state system that connects democratic ideals with constitutional practice. If the NPC can become stronger, more independent, and more confident, its reform and development will not only bring new rules and procedures to Chinese political life but also better integrate diversified social interests, influence political decision-making as a whole, and establish a flexible system capable of "adapting to continuous internal and external changes and adjusting its form accordingly."
In my opinion, the reform of the NPC cannot rely solely on political enthusiasm and passion; it must be grounded in a solid political foundation and practical political techniques. From this perspective, the reform of the NPC and the difficult beginning of China's constitutional development should first consider the institutional and non-institutional goals of future Chinese political civilization. Although this book is merely a partial summary of academic exploration on the topic of "comparative parliaments" during my studies in the United States several years ago, if there is a sincere desire to contribute, even if it may seem like "scratching an itch through the boot," I dedicate it to the readers.
