Features: "Strategies for Promoting Mandarin in the New Era" is a national research project under the Language and Character Application Plan for the 15th Five-Year Plan of the State Language Commission (Project No.: YB105—10B). After the project was approved, it was officially launched on December 24, 2002. We have completed the main achievement of the project as planned—a 240,000-word monograph titled "Strategies for Promoting Mandarin in the New Era." The "File Collection on Promoting Mandarin" and the attached "Chronology" are by-products of this project. During our research, we found that having a relatively up-to-date file collection on promoting Mandarin would make our research more convenient. By extension, we estimate that relevant personnel would also need such a "File Collection on Promoting Mandarin," not only for research purposes but also for learning. Therefore, we compiled this "File Collection on Promoting Mandarin" for the reference of relevant personnel in their research and study. The content of the collection includes the following aspects:
1. Reports and speeches from important meetings and activities related to language and character work, such as the reports by Comrade Liu Daosheng and Comrade Xu Jialu at the two Language and Character Work Conferences in 1986 and 1997.
2. Policies and regulations on promoting Mandarin, primarily national laws, ministerial regulations, and important documents issued by provincial and municipal governments, including relevant provisions on Mandarin in the "National Common Language and Character Law of the People's Republic of China" and the "Constitution of the People's Republic of China," as well as other related regulations.
3. Prominent articles and statements on promoting Mandarin, such as editorials from the People's Daily.
