(3) China's employment must not defy global trends; it needs to move beyond the framework of employment in state-owned enterprises, collective enterprises, and state-owned units, making freelancers, individual entrepreneurs, and small and medium-sized enterprises the primary channels for resolving employment issues. The key to developing freelancers, individual entrepreneurs, and small and medium-sized enterprises lies in breaking through the institutional barriers that hinder employment.
(4) Further economic development requires overcoming policy and institutional obstacles that impede progress.
