Features: Based on the summary of recent civil service recruitment examination and selection work in central and national government agencies, the Ministry of Personnel has proposed the principles guiding the National Civil Service Recruitment Examination, namely "classified examination, emphasis on ability, convenience for candidates, and fixed schedule." Further innovations in examination content and methods, as well as reforms in organizational and management approaches, have been introduced to strictly regulate the examination and assessment process, enhance the scientific and standardized level of recruitment work, ensure the political and professional qualities of newly recruited personnel, and optimize the personnel structure of central and national government agencies. According to job nature, positions are divided into two major categories—Category A and Category B—allowing candidates to apply for only one department or unit within a chosen category. Category A positions primarily include roles in drafting policies, regulations, and plans, guiding, supervising, and inspecting the implementation of laws, regulations, and policies, as well as comprehensive internal management roles within agencies. Category B positions mainly involve specialized technical work within agencies, providing technical support for public management without external administrative responsibilities; or direct administrative enforcement roles that impose specific regulations on citizens, legal entities, and other organizations.
According to the 2004 National Civil Service Examination Syllabus, candidates applying for Category A positions must take two public subject exams: the "Civil Service Aptitude Test" (A) and the "Argumentative Writing." The "Argumentative Writing" exam primarily assesses candidates' ability to analyze, summarize, refine, and process given materials, testing their capacity to solve practical problems using theoretical knowledge such as Marxist philosophy, Deng Xiaoping Theory, law, and public administration. All questions are subjective, with a total examination time of 150 minutes. Candidates applying for Category B positions must take one public subject exam: the "Civil Service Aptitude Test" (B).
