Features: In the modern market economy activities of China, the Tianjin Chamber of Commerce, born in the early 20th century, accompanied by the continuous enhancement of its organizational cohesion and activity, engaged in increasingly frequent exchanges with other chambers of commerce domestically, initially presenting a network state of intertwined economic activities. At the same time, the author views the debates between the government and the chamber of commerce in the early years of the Republic of China over the "Chamber of Commerce Law" from a legal perspective as a process of state-civil society interaction. The interaction between the state and civil society not only establishes a mutually respected governance order but also fosters a shared cultural tradition of trustworthiness.
