Features: This book focuses on fiscal policy to combat deflation and curb economic recession, researching related issues. It is divided into 4 parts and 10 chapters. Part "Introduction" elucidates the theoretical and practical significance of active fiscal policy and its coordination with monetary policy, explores key concepts involved in this research, and comprehensively analyzes existing research findings on counter-cyclical fiscal policy and monetary policy both domestically and internationally. The second part, the first section—The Effects of Active Fiscal Policy (including Chapters 2–4)—first examines the basic theories of demand management policies, supply-side policies, the coordination of demand and supply-side policies, and the role, mechanisms, and tools of fiscal policy. Subsequently, it conducts both qualitative and quantitative analyses of the effects of China's six-year implementation of active fiscal policy. The third part, the second section—The Risks of Active Fiscal Policy (including Chapters 5–7)—defines "fiscal risk" and "active fiscal policy risk," analyzes the hierarchical nature, current status, and main causes of fiscal risk. From the broader perspective of stabilizing macroeconomic operations and restoring economic growth, it argues that active fiscal policy, to some extent, mitigated fiscal risks during that period and, finally, constructs a countermeasure system and early warning system to prevent fiscal risks. The fourth part, the third section—Coordination of Active Fiscal Policy and Monetary Policy (including Chapters 8–10)—focuses on three key issues: (1) the basic theories of fiscal and monetary policy coordination; (2) a historical review of fiscal and monetary policy coordination; and (3) an evaluation and outlook of the coordination between active fiscal policy and monetary policy. This book is the final outcome of a major research project on "Effective Coordination of Active Fiscal Policy and Monetary Policy" led by Professor Guo Qingwang of the School of Public Finance and Finance at Renmin University of China, and a major project on "Fiscal and Monetary Policy Research to Promote Economic Stability and Growth" led by Dr. Zhao Zhiyun of the Institute of Finance and Trade of the Chinese Academy of Social Sciences. This research, centered on fiscal policy to combat deflation and curb economic recession, focuses on several major issues closely related to it, including the theoretical basis of active fiscal policy, its implementation, effects, risks, and the coordination between active fiscal policy and monetary policy.
