However, it is certain that in the pursuit of rapid social development, if the level of management is more scientific, the distribution of interests is more fair, and the resolution of conflicts is more diverse, the criminal law would not be modified or amended so frequently. Liszt once said, The best social policy is the best criminal policy. Expanding on his words, we can derive the next introduction: The best social policy is the best criminal law.
