Capitalizing on national culture and vigorously developing the cultural industry are one of the important means of this reconstruction. In this regard, the western region of our country has conducted beneficial explorations and gained rich experience. Of course, some national cultures cannot be commercialized, so capitalization is not the only means. Therefore, the 16th National Congress of the Communist Party of China clearly distinguished the concepts of "cultural undertakings" and "cultural industry," proposing that "actively developing cultural undertakings and cultural industries, and continuing to deepen the reform of the cultural system, is of great significance and serves as our guiding principle for cultural construction."
