Deng Xiaoping took on the immense responsibility of being the Secretary of the Southwest Bureau. Chongqing, a key city in the Southwest, was plagued by enemy spies and bandits, with everything in disarray. Building the new nation was fraught with challenges, and governing it presented even greater difficulties. Deng Xiaoping calmed the factional strife, suppressed spies and bandits, organized grain collection and land reform, restored production, dispatched troops to Tibet, peacefully liberated the region, and constructed the Chengdu-Chongqing Railway, a vital railway line for the new China. When Liu Bocheng was about to leave, Deng Xiaoping's heart ached as the two inseparable comrades parted with tears. After two and a half years, in July 1952, Deng Xiaoping was transferred to the central government and left Chongqing. The novel places the great leader Deng Xiaoping in the midst of sharp conflicts, meticulously portraying his deep theoretical reflections on the construction of the nation after the revolution, based on Marxism-Leninism. He is a model for local leaders and a of a Communist who prioritizes the people's interests above all.
